IN Senator Lugar a Conservative?

Gentlepeople:

Wall Street Journal columnist Peggy Noonan says of Indiana 6-term (36 
years) Senator Richard Lugar: “He is a conservative, always has been” 
[WSJ Online Thursday 3 May 2012.] 

A significant portion of the US Public doesn't know the American 
Conservative Union from the American Conservatory of Music, but I'm 
sure Ms. Noonan knows the Union has been measuring conservatism of 
Congressional members for 40 years, so why didn't she refer to its most 
recent ratings that show Senator Lugar voting conservative 77% of the 
time in his 36 year senate career. This would make him slightly less 
conservative than Lamar Alexander (79%), and 40 other Republican 
Senators, but at least more conservative than Richard Shelby (AL 76%), 
the two Maine Senators, Brown (MA), Kirk (IL) and Murkowsky. 
Would Noonan ever refer to any of them as Conservative?
